Rates in any category below can be skewed depending on the mix of customers. For example, a large percentage of very high volume customers will lower the average rate and a high percentage of very low volume customers will raise the average rate. Similarly, a high percentage of customers with low load factors and minimal peak power useage will also tend to lower the average rate while a large percentage of customers with high peak useage will raise the average rate. This is the same for other factors used to determine customer rates.)
